New mooring plan: access stairs

"In the context of boat transfers in the Vauban port for the organization of the new MOORING PLAN, several yachtsmen have come up against the difficulty of managing the transfer of their access stairs themselves. After having refused any intervention, and under the repeated request of the ISCAV, Vauban 21 finally agrees to take charge of this transfer free of charge. Be careful though, this support will only be valid once and for a simple operation, i.e. a staircase held by two bolts.        

EVOLUTION OF THE MOORING PLAN

We will provide you with the latest information on the actions carried out by Port Vauban teams in view of the implementation of the new mooring plan. *Underwater works likely to disrupt traffic are taking place between the north and south moles. Please contact the lookout before any movement in the area.*Upgrading of pontoon 15 on the left side and pontoon 14 on the right side involving the movement of vessels.*Bringing pontoon berths 14 on the left and 13 on the right up to standard, involving the movement of vessels.*Installation of mooring buoys and mother chains on the south mole from berths 332 to 338.*Installation of moorings between quay C4 and C3.

Minutes of the board of directors of Monday February 7, 2022

Dear ISCAV members A Board of Directors meeting of the SAEM was held on 7.02.2022. Our association was represented by Guy LUQUET and Jean François LAFAILLE. REVIEW AND APPROVAL OF THE BALANCE SHEET AND INCOME STATEMENT FOR THE YEAR 2020 - The income statement as of 31/12/2020 shows an operating loss of €23,658. UPDATE ON ONGOING TAX LITIGATION - On 30 September 2012, the SAEM was notified by the tax authorities of a proposed adjustment to the gross rent paid to the partners of IYCA for the years 2019 -2010- 2011. This proposed adjustment represents to date an amount of €5,067,070 and is subject to litigation. After being dismissed before the TA of NICE, the SAEM filed an appeal which was rejected and resulted in an appeal on 12/6/2018 before the Council of State. By judgment dated 11/22/2018, the Council of State reversed the judgment of the Court of Appeals and remanded the parties to be retried before this court. The chance of success is very limited, as the Council of State is only the competent authority for questions of law that have already been decided. However, this appeal had to be initiated because at the IYCA shareholder's meeting on 27/11/2015, the Chairman had been given full powers to guarantee the SAEM's payment of the penalties relating to the tax adjustment. In short, the SAEM either wins its case before the court or it's rejected, and it will then call IYCA as guarantor to obtain reimbursement of the sum of €5,067,070. PROVISIONAL ADMINISTRATOR'S REPORT - The provision for major maintenance work has been definitively suspended following an agreement between VAUBAN 21 and the municipality (majority). A settlement of the end-of-contract account with the municipality took place following the end of the PSD The gap account between SAEM and VAUBAN 21 is now closed. The SAEM will need to place itself in voluntary liquidation once its litigation is completed. The date of our next GENERAL ASSEMBLY has been set for 21/04/2022. Let's wait for the convocation. HERITAGE QUAY OF PORT VAUBAN

Both authentic and innovative, Port Vauban combines modernity and heritage. Vauban 21 through this new wharf wants to promote heritage ships and share their stories with boaters and locals. The current pontoon 17, which will soon become pontoon B2, is ready to accommodate ships known as BIP, Boat of Heritage Interest. This future heritage wharf will have 21 category A to LM berths (up to 10.99m in length excluding VAT) heritage@vauban21.com. We are pleased to announce that Mr Gino SCATOLIN, member of our management committee, will be part of the commission for the allocation of boat places for the new HERITAGE QUAY OF PORT VAUBAN. We will make you follow the steps of this installation in Port Vauban.

The Regate Blanche

The Régate Blanche will take place from February 5 to 6, 2022. The ISCAV in accordance with its statutes, has always participated in the sporting activities of the Port VAUBAN by providing cups to the associations. This year we are giving the SRA and its President Mr. VENTURI 5 “50 years ISCAV” bath towels as prizes for the Régate Blanche. We take this opportunity to invite members of the SRA to join the ISCAV.

Minutes of the meeting of January 18, 2022 with VAUBAN 21

  Those present: V21: Mrs GORDON BOURCART Mr ATTALI Mr PONS Mr MARGAGE Ms DURANDO Mrs MAYNARD Mr PIEL ISCAV: Mrs MASSON Mr LUQUET Mr MOUCHON Mr SCATOLIN Mr LAFAILLE Mr DELORY Mr ALLEC The president of ISCAV presents his new board of directors to V21, with a reminder that the association has just celebrated its 50th anniversary and assures that it wishes to keep its excellent relations with Vauban 21. V21 makes a very detailed video presentation on the current and future developments in the Vauban Port ST ROC H VIEUX PORT FORT CARRE CHANTIER NAVAL AIYCA BASSIN VIEILLE MOLES NORD ET SUD. All of this work should eventually give us a magnificent new VAUBAN PORT. The E5 landing stage is done and gives an example of what the future platforms and accesses to the quays will be like. GUARANTEE OF USE CONTRACT The ISCAV argues that boaters would be more satisfied if they had free access to the GUCs for all types of boats and no obligation for boats over 13M. V21 explains that they intend to continue their business policy because it is consistent with their mooring plan development. The ISCAV specifies that some boaters have announced that they are leaving Vauban Port because of an obligation of GUC. Payments of GUCs by bank transfer are not acknowledged by V21, so we are demanding it. Watch this space... ALLOCATION OF BOAT SPOTS V21 reminds us once again that no one is the owner of their spot and that these are given as an indication because they are subject to the general interest of managing the port space, which can at any time call into question an organization. ISCAV would like each GUC holder to be informed of their effective date of taking the new contracted location. V21 reminds us that a perk had been granted to the leaseholders by assuring them they can keep a spot in 2022. The ISCAV specifies that it was not a perk but compensation obtained by our association from the municipality in 2018 which had just terminated our lease agreement early. ISCAV asks why no former lessee has received their 2022 annual lease agreement to date. V21 explains that the technical implementation of the new moorings is forcing delays because each berth is getting adapted to its dimensions. The contracts will be sent next week. V21 has improved its communication with boaters who can now be met on appointment. OLD PORT WORKS The demolition of Pontoon 12 will be carried out in March 2022. Note that following their grouped request, about fifteen boaters will be able to meet together on a new pontoon. Their argument about port atmosphere was taken into account. The extension of pontoons 14 and 15 will be done in April 2022, with the tender being concluded. CAR PARKING The ISCAV questions an article in the contract that limits us parking our cars to 7 days. FOCUS ON … PONTOON 12

The new mooring plan implies the change of category of some berths on different pontoons in the port, so it is necessary for our teams to secure the berths before the vessels are relocated. Three divers are currently working on pontoon 12 to clean and position two new mother chains and buoys, as the current mother chain is undersized for the size of the future vessels. This operation requires the temporary relocation of some of the vessels of piers 12 and 13 to facilitate the divers' progress.

The edict of the president

  As President of the ISCAV, I wish to continue the actions that my predecessors had undertaken in the defense of the yachtsmen of Port Vauban. At the start of the year, we have excellent news with the obtaining of a price reduction for boats in categories A to NO (see minutes of the meeting with Vauban 21 of May 5, 2023). We wish to continue to federate and increase the number of members in order to have a strong representation of boaters in the port of Antibes.

THE EVOLUTION OF THE MOORING PLAN

Following the end of the leaseholds at the end of 2021, we began the transition to the new mooring plan. This Monday, our technical team and a team of divers will intervene on the dock C5 for the upgrading of the berths. The evolution of the mooring plan will take place over several months in conjunction with the attribution of annual mooring contracts and the planning of works for 2022 thus conditioning the movements of your boats. The movements will take place in waves during the first months of the year depending on operating constraints. Thus, we will contact you before your movement date to inform you of your berth number.
