THE NEW ENTRANCE LIGHT

In order to adapt to the size of the ships present in the port, Vauban has started the reconstruction of the port entrance lighthouse on 18 April. The old lighthouse, which is 16 metres high, will be replaced by a lighthouse, assembled in modules, with a total height of 24 metres. The new lighthouse, which should be ready at the end of May, will include the harbour entrance lights and a welcome panel.

Port Council on 4/28/2022

A PORT COUNCIL was held on 28/4/22 in the spaces of the fort Carré in ANTIBES in the presence of the Municipality, VAUBAN 21, elected representatives, ISCAV, SRA, APPA and MONACO MARINE . PORT VAUBAN ANCHORAGE PLAN The number of boat berths has been determined at 1500 to replace the 1650 previously, in order to best define a commercial offer in accordance with the geometry of Port Vauban. For example, places A B C D E are down by 70 positions. Ponton 12 is being demolished to make way for 3 posts of 44 M in length. The extension of pontoons 14 and 15 will be carried out for the month of June. 20 catamaran places will be offered. The Ponton E9 is brand new, it represents the future pontoons of Port Vauban. IYCA The development of the former harbor master's office will offer high-end services to users (reception room, offices, sports halls, etc.) Private access will be reserved for members with a card at the annual price of €5,000. PUBLIC SERVICE SUB-CONCESSION AGREEMENT FOR THE OPERATION OF THE PORT VAUBAN REFUEL SERVICE STATION. The Var company GINOUVES was selected following a call for tenders to manage the refueling station. The new team will start operating on 04/01/2022 with renovation and extension work on the premises. A delivery of fuel outside opening hours is planned. DIVERS QUESTIONS APPA mentions a maneuverability problem for 4 boats, the port police will have to check the validity of these positions. The waiting times at MONACO MARINE for the landing of a boat are long, Monaco Marine announces a delay of one month. Waiting times for crane operations are high, sometimes hours. The ISCAV and the SRA point out that these deadlines are too long and do not correspond to the needs of boaters and the frequency of use of the boats. MONACO MARINE started its activity at the beginning of 2022 and is committed to improving its services. Guy LUQUET / ISCAV

SAEM GENERAL ASSEMBLY on 21 april 2022

Dear ISCAV members The SAEM GENERAL ASSEMBLY took place on 21/4/2022 in the ANTIBES association hall. Of approximately 700 ex-lessees summoned by the SAEM, only 10 people were present...and 4 represented. It is surprising to say the least to note the lack of interest that the shareholders bring to SAEM, and everyone will understand that it is difficult under these conditions to be able to exert an influence on the decisions in progress. The municipality of ANTIBES, the judicial administrator, the auditor were present. RESOLUTIONS Unanimous vote for amicable liquidation effective 7/22/22; Management report unanimously approved Appointment of the two friendly liquidators. Auditor's report approved unanimously. Three ongoing disputes: SAEM / Tax Administration - SAEM / IYCA - ANTIBES TOWN HALL / IYCA. We are entitled to hope that these procedures could generate gains for SAEM.

New GUARANTEE CONTRACTS OF USE

GUARANTEE CONTRACTS OF USE During our various meetings with VAUBAN 21, we expressed the desire of some of you to subscribe to a CGU with a boat less than 13 M long. After two refusals, VAUBAN 21 has changed its position and is now ready to study this possibility. We ask you to confirm your interest in this type of contract in order to send a list of requests to Vauban 21, and we remain awaiting your response. However, we are at the needs survey stage and the final decision on the application of these CGU will naturally be taken by VAUBAN 21. For information, we are in possession of a judgment of the Administrative Court of TOULON which rejects the request of a complainant who called into question the validity of these contracts. We remain at your disposal for any information. cordially Iscav@orange.fr and tel: 0682209066 President Guy LUQUET

RENEWAL FOR THE ISCAV by VAUBAN 21

The ISCAV, formerly the Association for the Defence of the Port Vauban tenants (amodiataires), has become the ISCAV Association of Port Vauban boaters. Present for 50 years in Port Vauban, it is aimed at all boaters and its mission is to defend the material and moral interests of its members by catalysing the requests of yachtsmen and then making the link with the port offices. Since January 2022, it has been managed by a new board, chaired by Guy Luquet, who has recently worked on setting up a website allowing, in particular, the payment of subscriptions online, the monitoring of the association's news, access to a discussion space dedicated to members and the marine weather forecast. For more information on the ISCAV and the conditions of membership please visit their website in the link below.

Minutes of meeting of 5/4 with VAUBAN 21

The new Managing Director of Vauban 21 - Mr Franck SCARLATTI - accompanied by Mr Didier OCHS and Mrs Pauline BONIFACE received Tuesday 5/4/22 the Management Committee of ISCAV. - The President /ISCAV - Guy LUQUET - recalled the various activities and actions of our association which has just celebrated its 50th anniversary. Under its new name ASSOCIATION FOR THE DEFENSE OF BOATERS OF PORT VAUBAN / ISCAV, we will continue to defend the moral and material interests of boaters by preserving our constructive and quality relations with V 21. -Declarations of different origins have been circulating for months on Port Vauban and often lead to confusion... It would be appropriate for V21 to clearly recall that the only association holding a mandate to represent Port Vauban users is indeed ISCAV. -Mr SCARLATTI declares himself delighted with the good partnership V 21 / ISCAV and encourages us to continue like this. Port Vauban's state of health is satisfactory and the results are in line with the forecast. Current events have an impact on Russian (20%) and American (25%) customers. More than 50% of the CGUs have been marketed to date. The trust is there. -The secretary - Denis MOUCHON - presents the new communication of ISCAV 2022, and the setting up of our site: iscav.org. ISSUES ON THE AGENDA: 1/ ANTICOR - Boaters who have invested in a CGU are waiting for the evolution of the ANTICOR REPORTING with the courts with questioning of the validity of these contracts. -A public debate was held on Saturday 2/4/22 between a municipal councilor from Antibes and ANTICOR on this subject... -V 21, who was not represented, confirms to us that to date he has not been the subject of any request for an explanation from the Tribunal, but is in possession of a court of appeal judgment on this type of dispute with a decision favorable to the Port having marketed this form of contract. - A copy of this decision will be sent to ISCAV. 2 /TOS -The ISCAV reiterates its request for a CGU for all types of boats. -The negative response from V 21 is based on administrative constraints...but the question will be studied again. 3/ TOURIST TAX - The collection of a TS for boaters, excluding passage and outside the municipal community, had been canceled by the SAEM at the request of the ISCAV. -V 21 has reinstated this collection according to the directives of the municipality of ANTIBES, our association will therefore renew its request for cancellation with this town hall. 4/ PONTOON EXTENSION 14 and 15 -Radio Ponton had circulated a rumor about the abandonment of this project. -V 21 confirms that this is not the case and that the pontoons will be delivered at the end of June 2022 despite the current difficulties with all the shipyards. Receive, dear member, the cordial greetings of the management committee of your association.
