The attendance sheet showed that there were 52 participants, 18 members gave their proxy at the ISCAV headquarters.
VAUBAN 21 was represented by Mme Karine VACCOSSIN, Mr Lionel MARGAGE, Mr Pierre CROCHET.

FINANCIAL REPORT
The treasurer JF LAFAILLE details the budget expenses for 2020 and clarifies that all the accounts are available to ISCAV members.
The amount in our current account on 31/12/20 is: €115,725.13

MORAL REPORT FROM THE PRESIDENT
Many thanks to SRA for lending their room and to V21 for their attendance.
Unfortunately, we are unable to celebrate the 50th anniversary of our club in style. The festivities we had planned will now be impracticable because of the current health situation.
Daniel ESCAPIN announces that he will be leaving his role as President of ISCAV because he does not wish to remain as a berth leaseholder in Port Vauban.

SECRETARIAL REPORT
Guy LUQUET pays tribute to Daniel ESCAPIN:
He was the first berth licensee at Port Vauban and contributed to the first meeting in a wood cabin in the Pré aux Pêcheurs car park …50 years ago.
A vice President who became president of ISCAV in 2000, he is popular with everybody because he enjoys “talking to people”.
He has always made himself available to Port Vauban and has become a crucial figure in the community.
The executive committee (Mme MASSON Messieurs LUQUET BASCHUNANA MOUCHON SCATOLIN LAFAILLE LAMMENS) wholeheartedly thanks DANY for his engagement with the club during his presidency and wishes for him to stay in close touch with ISCAV.

Who are the boat owners at Port Vauban?
Port Vauban has 1642 berths which are broken down into the following categories:
726 berths under berthing agreements, shareholders of the SAEM. 19 berths for Ocean Cruising by concession with IYCA. 460 berths for use by APPA associations, the SRA yacht club, CREPS and the Prud’hommie (fishers). 437 free berths for public use. 4 shipyards.
The rental prices for these different berths are not all the same; berth holders owning a boat with a length of under 13 M will also become leaseholders.

Today …there are rumours…
Boat owners renting any of the 90 berths belonging to Prud-hommie will see their berth licence fees increase. Several leaseholders of floating pontoons will also incur increases of 30% over 3 years.
Leaseholders of general-purpose berths APPA, SRA, CREPS will receive rate increases.
At all events, these rental price increases will always be below 15%.
Professionals at Port Vauban have a contract that expires on 31/12/21, there are calls for tenders to renew it.
Demonstrations condemning these increases have been taking place and will continue to do so in the Port.

ISCAV / V21 meetings
Our primary objective was to get V21 to allocate berths to every berth licensee by 1/1/22:
we also took significant action in response to numerous queries relating to the User Warranty Agreement. two members of our steering committee have a General Conditions of Use agreement.

The Director General Mr Jacques LESIEUR announces his resignation.
ISCAV will be able to retain its premises at the base of the captaincy for 2 or 3 years, then will join the association / concierge bureau at ST ROCH.
For ANTICOR: no request has been issued to this day by the GRASSE High Court.
For the FRENCH ANTI-CORRUPTION AGENCY: the CCI is in good form, the V21 investment projects are running their course, a state of financial balance should be reached in 2022.

Update on the seawall works EAST, dock THERE, electricity, service enhancement, price displays.
Meeting on 3/4/21:
Monaco Marine has won a tender, Mme LE METAYER outlines the shipyard’s new mode of operation as of 1/1/22: An area of 2700M2 will be allocated to the needs of V21 boat owners with a single lifting crane.
ISCAV recalls that with the 4 currently existing cranes, the operation times are sometimes considerable, and is wondering what will happen under these circumstances. Monaco Marine ensures us that it is very proactive and able to address the problems … to be followed up on…

The SAEM still exists, and you are still a shareholder of the company. Your officials on the executive board are: Messieurs ESCAPIN, LUQUETM LAFAILLE.
The annual accounts of 31/12/2019 show an operating profit of: €2,498,000, a litigation procedure is under way before the Court of Appeal for a tax file relating to IYCA.
For the record, SAEM’s share capital is €38,444, or 1373 shares worth €28 each.
The SAEM is intended to be dissolved by the court administrator in charge Maître Nathalie THOMAS.

Denis MOUCHON announces the setting up of an ISCAV website, you can watch it being created on the site iscav.org, it will be developed and complemented through a discussion forum.

QUESTIONS
A supporter announces that they have obtained a local court judgement in their favour in a dispute against V21 on billing for exceeding boat sizes. The supporter will send a copy of this judgement.
One supporter complains that they have not been paid the returns on their anchorage fees for 4 years. V21 is committed to resolve the problem within two weeks.

V21 Mr MARGAGE announces that the piers 14 and 15 will be extended in early 2022, The St Jaume bastion works will be completed in late 2022, new electrical terminals on the floating pontoons, the captaincy will become a watchtower, an artisan village will be created in October 2022, replacement of anchorages will be taken over by V21, demolition of pontoon12 in March 2021.

V21 Mr CROCHET: The General Conditions of Use for boats exceeding 30M have all been sold, a new contract duration of 5 years has now been proposed.

V21 Mme VACCOSIN: The anchorage plan has been modified to match the draughts and new specifications for berth dimensions, for example, there will be 7 anchorage berths for the dimensions NO in the old port, 2 catamaran pontoons.

SNSM
Vice president Mr Lucine LETELLIER underlines the support provided to boat owners. He is elaborating the new prefectural decree regarding the speed limit off the coast of Cap d’Antibes. An honest supporter has been involved.
ISCAV will issue a cheque for an exceptional sum (€5000) to the SNSM to support them with their works this year on the flagship Notre Dame de la Garoupe.

The General Assembly closes with a friendly cocktail reception, allowing numerous exchanges between the attendees.
