Dear ISCAV members
The PORT COUNCIL was held on 05/12/2022 in the presence of representatives of the municipality of ANTIBES, representatives of VAUBAN 21 and the ASSOCIATIONS: ISCAV – APPA – SRA.
The ISCAV was represented by its two elected members: Mr Guy LUQUET and Mr André BUONOMO.
SUMMARY OF THE YEAR 2022
– From the beginning of the year, the operation of the Port and the execution of the Public Service Delegation were disrupted by the geopolitical instability, which led, among other things, to a drop in the number of visitors to the Grande Plaisance quay.
– The work on the VAUBAN 21 investment project continued: Reinforcement of the Heliport platform, Elevation of the lighthouse, Heritage pontoon, Craftsmen’s village, etc.

– The teams had to adapt to the constraints imposed by the reorganisation of the mooring plan, which went from 1650 to 1500 SPACES.
– The vast majority of Port Vauban users declared themselves satisfied with their stay in response to a survey conducted by RIVIERA PORT.
AMENDING BUDGET 2022
– The financial year was marked by the end of the farm-outs and the end of the loss-making results of VAUBAN21.
– The result of the rectified 2022 budget is set at + €2.32m against an initial forecast of €4.71m.
– Operating income is down by €2.58m and the marketing of USAGE GUARANTEE CONTRACTS is lower than expected.
2023 PRIMITIVE BUDGET
– The operating results increased by €1.03m to a surplus of €3.63m.
– The net result is a profit of € 3.02m.
RATES and CONDITIONS OF APPLICATION
– The tariffs are subject to annual indexation in accordance with the parameters and indices set out in the D.S.P. contract. The rate of indexation between 2022 and 2023 set according to this rule is currently established at + 8.4%.
– All floating breakdown charges are increasing by this amount.
– Annual rental rates are increasing from 8.4% to 12%.
– MONACO MARINE’s tariffs are increasing by 20%, the installation of a 300-tonne gantry crane has been announced as well as other improvements.
COMMENTS FROM ISCAV
After having voted against the application of these new tariffs (as well as the other associations present), the ISCAV spoke on several occasions to put forward its arguments:
– The inflation rate in FRANCE is fixed at 6.4%, so why is the rate used by VAUBAN 21 so different?
– The 2023 yachting tariff for annual contracts for category A to Q boats has increased from 8.4% to 11.69%. What are the reasons for these discrepancies?
– The water billing in 2022 is incorrect because its use has been prohibited for washing our boats by prefectural decree since April 2022.
– The management fee for “amendment, transfer, assignment, succession of a guarantee of use contract” cannot be applied to contracts signed before 2021 as this clause is not stipulated.
We were not convinced by the answers given by VAUBAN 21, and our management committee will meet to determine what action to take.
It is clear that we are once again caught in the net of a municipality looking for new profits in the Port Vauban. After having refrained from increasing its tariffs during the 5 years of loss-making operation of its delegate, noting that the situation was stabilising, it has returned to the charge by imposing an 8.4% increase on its annual fee…
This is the reason why boaters are facing such increases once again.
